We don't know in what circumstances this is happening: She-Hulk was being backed up by some other strong ladies and they had some SHIELD arsenal with them.
Maestro doesn't think She-Hulk has the power to harm Red Hulk like this. Based on his showings against Thor and Green Hulk, I might be inclined to agree... she caused too much damage. ***BUT*** that also happened when they first fought, and, now, maybe, he is too busy fighting others and some special weapons to finish her off as fast...?
I don't think it's too far-fetched to portray her as one of the elite bricks in the MU  . Then again, I am biased here...
