Sure, if Marvel is going to have the futurist Tony Stark make bonehead decisions like not following up on Dugan's access to THAT doomsday scenario bomb, after WWH, then thats another reason the US is going to hate Tony.

He never thought that it was so deadly a device that superior tech aliens would be impressed enough to use it.
He never thought to resecure his sole access and make sure Dugan had his memory of the device double checked (by ESPers).
He never thought it was easily adaptable to be set up at multiple locations unchecked (NegZone energy is too unstable - didnt Reed explain how Annihilus tried some similar overkill?).
He never thought a doomsday device built might be a doomsday device mis-used or tampered with (forgot his tech was used to kill Hulk's wife).

Riiight.

The Initiative #19 was a good issue but this is another example of Marvel Editorial approving another incompetant decision by Tony. It might be chalked up to having too many eggs in his basket but now readers will have to suffer another mistake alongside him.

On the other hand if it was just human error... let's see psychotic Norman not make a spectacular mistake withing a few months real time. Maybe Tony can get Doc Samson to help, this time, take a crack at Osborn.
