door but the criminals are gone. Spider-Man keeps an eye out for
them, and later he discovers them all climbing out of an open
man-hole in an alley. The criminals goes to the warehouse where the
“tigers” are and defeats them. Crime-Master tired of Big
Man’s orders decides to shot his enemy down in cold blood.
Suddenly Spider-Man arrives and frees the “tigers” who
then helps Spider-Man defeats the criminals. When the criminals are
defeated, Spider-Man pulls the mask off Crime-Master and the dead Big
Man revealing that Big Man is actually a woman, Crime-Master tells
them that she is Janice and is the woman he loves, the daughter of
the original Big Man Frederick Foswell, and she just can’t be
dead. Crime-Master tells that he met Janice in Europe where she was
schooling, for the money she inherited from her father, and that he
was unaware that she got the same idea that he got to get revenge at
Spider-Man)

Crime Wave was more a movement than a real team. Sgt. Muldoon was
tired of the soft and liberal Police Department, so he decided to
found a "Crime-Wave" movement in order to spread chaos and
disorder, for the police department to start getting alot tougher

America Vol.1 #157 (Captain America is on his way to the
police station, when he is attacked by three men, one of the guys
reveals that the Cowled Commander has ordered them to prevent Captain
America from getting to the police station. Captain America easily
defeats the three men, and leavres them to the cop called Carpenter,
while he gets to the police station. Viper makes a bomb explode at
15th Police Precinct trying to kill Captain America. Viper is
standing on top of a nearby building, watching as Falcon comes out of
the ruins of the police station, Falcon sees him, and rushes to see
who he is. He meets Viper, and learns that it is Viper who was behind
the explosion. The two of them begins to fight. Viper manages to
throw a venom-tipped dart at Falcon, and Falcon falls down, but
suddenly Captain America appears, revealing that hs has survived the
explosion. He attacks Viper who is surprised that Captain America
survived. Captain America manages to defeat the villain. But Viper
tells him that if he wants the antidote to the Viper poision to save
Falcon, he needs to let him go. Captain America knowing that he has
to make a deal with the villain, but doesn't like it one bit, Viper
throws the antidote to Captain America, but when Captain America
tries to get the antidote, he turns his back to Viper. Viper tells
him "We have a saying in the advetising game, Captain America!
You might do well to remember it: Never turn your back on the
competition!". And with those words he throws a Viper dart in
the back of Captain America as well, and escapes...)
Captain
America Vol.1 #158 (while the fallen heroes Captain America
and Falcon lies on the top of the building where they fought Viper,
Viper escapes. After being saved by Captain America, Falcon goes to
see Boss Morgan in roder to find out where Viper is hiding, Boss
Morgan tells him that he knows where Viper is and he even knows who
the Cowled Commander is but he is not telling him. Falcon leaves Boss
Morgan and goes to a place in town where he think there is a good
chance an ad man will live. He goes to a drug store, asking the owner
who buys chemicals from him. He sends him off to see one Jordon
Dixon. After leaving Muldoon's home, Captain America sees three men
in the streets using guns to rob a store, Captain America easily
defeats the robbers, and the police comes to get them, one of the men
tells Captain America, "you got us, but we're only small
potatoes, the Crime Wave has started and you'll never stop it!".
In his apartment, Viper is mixing more chemicals for his poisonoius
darts, suddenly Falcon comes crashing through the window, and the two
of them begins to fight. Viper is about to hit Falcon with a dart,
but is attacked by Falcon's partner Redwing, giving Falcon enought
time to knock his opponent down. Standing on top of him, Falcon ask
Viper who the Cowled Commander is, but Viper tells him that he is a
fool, because Cowled Commader's identity is a secret, and Viper
himself doesn't even know. And he also tells him that he can't stop
the Crime Wave because he is just a middle-echelon type, and if he
don't report in, Falcon will have to face Plantman, Porcupine, Eel
and Scarecrow.....)
Captain
America Vol.1 #159 (the rest of the team is spreading chaos in
the city, Captain America standing on the top of a building, sees
them robbing a jeweler. He jumps down, and begins to fight the
super-villains. Meanwhile Falcon is leaving Viper's apartment, to go
fight the rest of the Crime Wave, Falcon brings Viper with him, Viper
begs Falcon not to drop him from the heights. Arriving at the battle
between Captain America and the Crime Wave, Falcon throws Viper in
Plantman's face. Eel realizing that Viper is his brother and while
Viper is about to get up again, Eel uses his electro-blast against
Falcon. When the police commissionar comes, he accidently gives Viper
and the rest of the Crime Wave a chance to escape in a car. They
drives to a secret hiding place in town. The five of them are
discussing their plans, Eel tell Scarecrow that he didn't know that
Viper had joined the Crime Wave, and he believed that Jordan was
playing in straight at Madison Avenue, Viper breaks in, telling them
that he was indeed the one who helped them, but Porcupine isn't
convinced because he shouldn't take credit for being dropped by
Falcon. Suddenly the five are being attacked by Falcon and Captain
America, but the five villains manages to defeat the heroes, but
agrees not the kill them, because they were hired by th Cowled
Commander, and they must bring them to him.. They villains brings the
unconscious heroes to a small chamber. When the heroes wakes up, they
hears the voice of the Cowled Commander from a tv-screen. The Cowled
Commander tells them that they are about to die, and suddenly gas
comes fout in the room. Captain America manages to break out, and the
Crime Wave waits for the heroes, Captain America uses his shield to
defeat Scarecrow and Eel, while Redwing helps Falcon defeating
Plantman. Porcupine tries to capture Captain America, but he manages
to throw the villain into Viper, defeating both of them. The Cowled
Commander knowing the battle has been lost tries to escape, but
Falcon stops him, and unmasks the villain, surprised to learn that
the man behind the Crimw-Wave is actually police sergeant Brina
Muldoon. Muldoon tells the heroes that his plan was to make the
public aware that the new kind of police was too weak, by spreading
chaos in the city, so the public would demand a tougher police.

History: Stuart Sarris was a
passionate scientist and family man working on creating a substance
that could reverse water pollution. Unfortunately, Sarris came into
conflict with the corporation he was working for when he found out
they wanted to use his work to hide their pollution instead of
cleaning it up. To get Sarris out of the way, the corporation
poisoned him with his own pollution control chemicals which caused
Sarris to slowly mutate into a strange, fish-like creature. The
mutation caused Sarris to lose his family and, ironically, made it so
Sarris could only survive in the polluted waters of the New York
harbors. Resigned to his fate as a monster, Sarris renamed himself
‘Cuda, and attacked any ship that entered the New York harbors
for fear they would throw off the water’s chemical balance
thereby killing him.
