Accardo and his men, transported by Montoya's courier to the embassy
in New York City, and Forrest Hunt an american banker was willing to
exchange the drugs for money with the Costa Mob Family (see: Costa
Mob Family;Hunt, Forrest).
For the money Montoya bought weapons which were send to General
Accardo in San Lorenzo.
Later he
married Angela an american citizen, and recieves dual citizenship
this means he loses his diplomatic immunity in the US (see: Montoya,
Angela). Behind Montoya's back Forrest
Hunt begins to talk with the involved parties in the drug traffic, to
cut Montoya out of the operation. Montoya leaves Forrest Hunt and the
courier at his office at the embassy, but he has the office bugged.
He learns that his suspicions were correct, that Hunt was to cut
Montoya out of the operation. Montoya sets up Hunt instead by giving
him fake junk
Montoya also wants
revenge agaisnt the courier, so in a deserted subway station he tries
to kill the courier, but the courier manages to escape and a witness
sees Montoya and since Montoya's marriage his diplomatic immunity has
been nullified, he is taken in by the police. He agrees to a charge

release. In the meantime he also begins to plan his revenge. He
begins to research in the prison library, and discovers a way to mix
certain medical chemicals and maintenance supplied into a potion that
carries an untraceable heart-stopping toxin right through the skin
and into the bloodstream

he couldn't jeopardize early release by taking Raymond out, but now

release Hector is being followed by a guy, he sees the man easily,
and is surprised since he heard on the radio that all his letters of

First
Appearance (as
Cowled Commander): Captain America Vol.1
#159
History:
The Cowled Commander who turned out to be Sgt.
Muldoon, was Steve Roger's superior officer in the NYPD (see: Captain
America I). Captain America was playing Cop, at the request of
the Police Commissioner, to investigate corruption within the
department.
Muldoon
thought the Police Department was becoming too soft and liberal, so
he decided to become a supervillain and cause so much trouble that
the people of New York would be begging for the Cops to take a
tougher stand on crime!. As the Cowled Commander he hired Viper I,
Scarecrow, Plant-Man, Porcupine and Eel I to help him in his crusade
(see: Crime-Wave; Eel I; Plant-Man; Porcupine;
Scarecrow; Viper I).
List Of

Captain
America Vol.1 #157 (behind-the-scene plans the "Crime
Wave" operation. as Muldoon comes to a meeting with Captain
Ferris. Ferris tells Muldoon that there is no news yet, and that no
news is good news. Muldoon can't get why the entire force can't prove
him guilty or innocent, and meanwhile he is still suspended on cruddy
rumors. Ferris tells him that they would reinstate him in a minute,
but it would look strange having a cop on the force with those
accusations hanging over him. He tells him that the wife and him is
having a party on firday and invites him there, but Muldoon politely
declines the invitation, telling the captain that the force is his
entire life, and ask him when the investigations will conclude. The
captain tells him that they're working on it. Muldoon leaves,
thinking to himself if the force can't help, I'll blasted well help
myself, and I've got an idea how to do it!)
Captain
America Vol.1 #158 (after having survived the fight against
Viper, Captain America comes to pay Muldoon a visit. Captain America
tells him that he might be in danger, that the Cowled Commander might
cause him harm. Muldoon gets made, telling him what he knows about
the Cowled Commander. Telling him that the Cowled Commander is a
crime czar, a man with no identity. and that he had begun working on
it, and he thinks that patrolman Steve Rogers is the Cowled
Commander. He tells Captain America that he bases his suspession on
the fact that Steve Rogers calls in sick half of the time, hangs out
with the brass and gets special assignments. Captain America tells
Muldoon that he wants him and the wife to be moved to a safer place,
but Muldoon refuses to be driven out of his own home. Captain America
leaves the Muldoon home. Falcon comes to Boss Morgan to learn more
about Viper. Boss Morgan tells him that he knows where he is, and he
even knows the identity of his boss the Cowled Commander, but he
refuses to tell him. Later alongside the cop Courtney, Muldoon sneaks
up on Steve Rogers and knocks him down, he tells Courtney that they
will make him admit that he is the leader of the dirty business
running in the town lately, and that they will have to take him back
on the force when he has made Rogers admit he is the leader of the
Crime Wave.)
Captain
America Vol.1 #159 (when Steve Rogers wakes up from the knockk
in the head, he learns that it was Muldoon and Courtney who were
behind the attack. Muldoon tewlls him that he knows he is the Cowled
Commander and that they will make him talk. Rogers tells him he has
no idea what he is talking about. But Muldoon doesn't believe him,
telling him that the honest cops are sufforing from the corrupt cops
like Rogers. They leaves Steve in the room, to return later. Muldoon
and Courtney arrives at the crime scene. Muldoon asks Falcon and
Captain America if they have seen patrolman Rogers, but they tells
him that they don't know the man, and they're not running a missing
persons bureau, they're working on the Cowled Commander case. Muldoon
listens while Falcon gives Redwing the commando to look for the
Scarecrow. When the heroes learns where the secret hideout of the
Crime Wave is, Muldoon offers his help alongside Leila, Sharon and
Courtney. Muldoon overpowers Sharon, Courtney and Leila, and ties
them up. As the Cowled Commander, he orders the deaths of Falcon and
Captain America who are kept in a chamber. The heroes escapes from
the chamber, and the Cowled Commander orders his Crime Wave to finish
off the heroes, but the villains are quickly defeated. The Cowled
Commander tries to escape, but is captured by FFalcon, and unmasked,
revealing his identity as Brian Muldoon. Muldoon tells the heroes
that his plan was to make the public aware that the new kind of
police was too weak, by spreading chaos in the city, sp the public
would demand a tougher police. Muldoon and the rest of the Crime Wave
are send to jail....)
