Last year Philando Castile was murdered by a cop in front of his daughter. Could a version of Blizzard that combines elements of that with the general mood of Mister Freeze's story in BTAS work as sort of the Anti-Riri? Basically a girl's parents are murdered by cops, she seeks revenge using her genius at cryogenics, and Riri has to stop her while nonetheless loathing the men she's seeking vengeance on. Riri can't allow murder, yet at the same time it's disgusting that these men are still on the force and might kill again.

Villains you sympathise with are often the best villains, but I dont like the tiresome habit that - because weve put a person of a different gender in a role - all of the classic characters villains also have to be flipped.

I'm not generally a fan of that either as a general rule, but in this case I believe it works really well. The reason being this is to create a character who is the Evil Riri, not simply to genderswap Blizzard.

...given her history so far, she is actually more likely to help the girl get her revenge.

Riri should be the evil Riri.

She would make a much better villain than she could ever be a hero. She's impetuous, quick to temper, and is just one bad day away from retreating away from humanity and into a world of machines forever.

If the hypothetical girl's parents are murdered I would hope Riri would take up the cause and try to find a way to expose the murderous cops. Whether their daughter becomes a mass murderer herself seems almost irrelevant. The murder of the parents and unraveling the conspiracy where Cops are covering up 2 executions would seem more important than whether their teenage daughter becomes Riri's new arch nemesis.

Who said anything about a conspiracy? The way I envisioned it is, the cops murder them in broad daylight, make up a paper-thin excuse about fearing for their lives, and that's enough to convince the jurors that they are innocent.

...we already have 10 other comics making the cops look bad. Might be nice to make judges look bad instead, since they are often far more corrupt and have far more real power.

How would it not be a conspiracy? You have more than 1 cop. 1 cop murders two innocent people. The other cop(s) lie and file false reports. That's a conspiracy and it involves cops. It's important. Sorry you didn't see it that way but it is and in this hypothetical you created Riri resolving a conspiracy committed by multiple officers takes priority over teenage supervillain IMO. You have officers killing minorities and lying to protect each other. And if they're taken to trial and lying under oath it's officers of the court committing perjury which could be prosecuted if uncovered. Riri should devote her attention to helping this poor hypothetical girl who can't get justice.

That's the problem with being topical I guess.
