During the Silver Age, Hela was an antagonist without being a true antagonist. Most of the time, she was only doing her job as the Asgardian goddess of death (she was the consequence of death, not the cause).

During the Bronze Age, she became more proactive in getting souls for her dominium.

In terms of comparison, as soon as the Silver Age, two other foes were much more prominent in the rogues gallery : Karnilla, Queen of the Norns, and Pluto, Lord of the Netherworld.

Still, Pluto is more often associated with Hercules and, as of the Modern Age, Karnilla has become much less villainous.

It is very difficult to say with certainty who could be the 2nd most important villain. At one time or another, the Enchantress, Karnilla, the Absorbing Man, Ulik, the Wrecker, Mangog, Surtur, Hela or Malekith would have been contenders for the title.

Upper_Krust provides one of the best answers of them all.

In the classic sense it has to be The Destroyer. Most of Thor's rogue's gallery were, after a battle still beatable. Destroyer wasn't. Yet because he was Odin's construct he wasn't a threat to Odin. So unlike Surtur and Mangog who were essentially Odin's villains, Destroyer remains Thor's toughest and regularly most deadly adversary.

I would almost agree but the thing is that the Destroyer never acts independently because its just a tool. Surprisingly Loki is mostly the one using the armor to cause Thor problems, others have used the armor but its mostly Loki.

Thor really doesn't have a villain in the second spot because they don't come around all the time. Numerous characters fall in that category with no second place winner.

      As a combatant I’d have to rate Destroyer right up there behind Loki. That’s also why the first Thor film featured them as one and two respectively. But you’re right in that there’s little self determination there, so perhaps adversary is a better word than villain.

 Something that I forgot to mention why I don't see the Destroyer armor as a villain is that the armor has been used to fight evil on several occasions and even Thor himself has used to armor to defeat foes and that alone make the armor just a tool. As far as a device in the wrong hands the Destroyer has proven to be an extremely deadly tool.
