Can anyone catch me up on Rogue's current state? Does she still have Wonderman's powers? What about his memories? Would having memories of being two genders make her confused as heck? Or did they just discard all of that? Also, she can turn her absorption powers on and off now, correct?

She still seems to have his powers. Flying? Check. She was flying during the Secret Empire tie-in issues. Strength? Check. Just this month, she was able to still move while Graviton was trying to crush her. I don't recall her displaying any ionic energy in a long time though.

They probably fade as time goes by. It's not really known how much recall she has. In the past, she's shown the ability to recall memories for a long time. She usually seems to be able to separate her self from those she absorbs. She's absorbed a ton of men in her day, and she's never seemed to feel like a guy or believe she's a guy.

No, she lost that control during Uncanny Avengers v1. After Simon got stuck inside her, Wanda tried to help her get rid of him. There was some strange interaction with Wanda that shut down her control.

So, she's pretty much back to what was normal for her for decades.
