She altered the probability of her being able to fly from 0% to 100%

    That's actually the challenge for me with magical heroes. How do I decide what they can or can't do? I never really know.

    It used to be that Wanda would enclose you in a hex sphere and weird stuff would happen. The limit was the size of the sphere. This was never clearly stated, I don't think, but I don't believe she could enclose a skyscraper in a hex sphere. Certainly not a whole city. So her limits were spatial. Within those limits, however, she was a beast. Anything she encased in a hex sphere was going to have a serious problem.

    Nowadays, though, I have no idea how to delineate what her powers are or aren't.

well her powers have been redefined/updated so many times it's hard to tell.

She's had

* Mutant probability powers
* Chaos magic
* Chthon's magic he gave her at birth
* Spells taught to her by Agatha
* Genetic engineering by the High Evolutionary
* She's a descendant from a long line of gypsy sorceresses
* The power she taps from the Life Force
* She was the nexus being of the 616 timeline
* What little magic she learned in her recent series

I say let Wanda just do whatever she wants with her powers. It's hard to pin down what her powers even are or where they even come from.

Honestly with as many power sources as she taps into she should be gunning for the Living Tribunal's job.
