    Was there some established rationale back in the era this story was set to act as a reasonable precedent as to why and how others might think Millionaire Playboy Bruce Wayne might have such a way, or interest, in being able to contact Batman for help like this? Or is this one example here in the Brave and Bold merely a plot convenience...?

The only thing I can think of is that it's been long established - right back to Detective #27 - that Bruce and Commissioner Gordon were friends. Gordon works with the Batman, but Lois might not want to risk going directly to him in case he'd block her from getting her story somehow.

Well that makes some sense - the story in Brave and the Bold does maake a point that Lois didn't want to go to Commissioner Gorden as she was concerned about compromising either her source's anonymity or of her 'story' getting out to the wrong ears. \(coffee\)
