I like her first appearance (when she pretends that she is Heinrich in a woman's body) because it reminds me of the Ultra-Humanite and Gerry Conway may have given this origin to the character on purpose.
Still, her costume & haircut were absolutely awful. One of the worst I have ever seen.

I have never found the portrayal of Helmut in Captain America #431 coherent with his other appearances, before and after the #431 issue.
I have chalked this story up to Helmut being rattled because he's fallen in love and this is a new thing for him. A lot of times Helmut is well...asexual. But when he does let himself fall for a woman (Moonstone and Songbird) or Heike it always blows up in his face.
As bad as it is I wouldn't retcon that Helmut as an imposter for one reason. The wunderkind...the abused children Helmut and Heike have taken in and are raising/brainwashing. As awful as that story is it also featured one of those weird contradictions that always seems to pop up with Helmut. Helmut took these children and even though he's a heartless monster...he did love those kids and when he gets angry he acknowledges he was abused as a child and he couldn't do that to his children. And when Cap saved those children from Helmut we're kind of told they're probably just going to go back to abusive families. So pre-Thunderbolts this was one of those rare instances that shows there is some humanity in Helmut (another example was when he stood up to the Red Skull around Cap #300). As evil as Helmut is I think there always been a bit of him that rails at what he sees as injustice that's why he didn't kidnap happy well adjusted kids.

I don't like Heike but if they just ignored the whole her pretending to be his dad thing or revealed that original version of her from Fear Itself as the imposter that would be best. I kind of would like to see her one last time and see what her reaction would have been to the Thunderbolts. In my head I imagine their relationship as exes would be similar to Frasier and Lilith's.

Actually, her codename (The Baroness) also reminds me the much more famous Hasbro Baroness and, after Superior Spider-Man, I can imagine Heinrich back from the dead in a woman's body. It could be fun.
