Zvelf has been quite diplomatic here. Darkseid can be seen anywhere between herald and skyfather depending on where he is seen. At one moment he is mind controlling billions of daxamites, other times, it's not clear if he is scared of Martian Manhunter. The argument is that a lot of times, he appears he is an avatar of himself. I've put in caps, who I think are the highest end characters in their categories.
I'm glad to see Zvelf has put Power Girl as herald here. I would disagree with the GL's being shown as PM, but then someone like G'nort is either PM or EM, Kilowog, John etc are herald IMHO.
You also get the troublesome one's, Daredevil has powers but he is a street, Punisher, Elektra, Kingpin, Batman are decent fights for him. Is Angel a meta? He can fly, but no one would take him in a tournament and someone like Hawkeye could take him. I think Cyclops is an EM, most people think he's a meta.
I also feel we need 2 more categories, one above skyfather to show Elder Gods (Chton, Gaea, Oshtur, Set) and the Celestials (they are classically higher than Galactus and at the least, don't have his weaknesses). However, they will be many people here who disagree.
The other category would be in abstract. There is a clear pecking order. Death and Eternity are over Lord Chaos, but should be in one category, possibly the Endless. Then there are the multiversal powers, such as Living Tribunal, Lucifer Morningstar and possibly and argument for the Infinity Gauntlet (although, strictly speaking it is not multiversal). Then you have the supreme powers, the Presence, the Source.
I think it kind of depends on your views of PM vs. Herald, and even EM....yeah, thats an obvious statement, but, based on a lot of the showings since all the spectrum stuff has come out, GLs seem very vulnerable.
I could see many GL's losing to someone like Thing, Invisible Woman, etc....and they are at EM and PM respectively.
Prior to the early 2000's, in post crisis continuity, I would have ranked almost all GL's as PM or herald, but now I'm not sure any but the very best would qualify for the herald level. Some, those with innate super strength and durability probably would.
BUT, then I also think PM has become too diluted over time. My view is still that a PM might have planetary level powers, but more monofocused...Magneto, Graviton, Immortal Hercules fall in the category...Herc doesn't have versatility, Mags and GRaviton can put up force fields, but if they take one shot they're human durability etc. I even think Dr. Strange could well be considered PM, despite having some showings better than most heralds...he's also been owned by Spider Man at least twice (and yes, I mean owned)....
By that calculus, no, I don't think the rank and file GL's operate above EM level (but then, I think Warbird era Carol Danvers and Thunderstrike hover at the EM/PM barrier, though probably on the top end EM side).
But again, I hold the line high for PM, and high for herald.
