      Yet in JSA #6, when the entire JSA fights Black Adam, Black Adam is beating them all including Alan. Hourman and Dr. Fate have to go back in time to channel lightning to the present and turn Black Adam into his human form in order for the JSA to beat him. So no, Alan is not explicitly the top dog when Black Adam is on the team and Captain Marvel of course has the same powers as Black Adam.
    Alan is not shown fighting Adam.

So Alan is there but cowardly refusing to engage Adam? Because that's not being much of a top dog. Also in WWIII, Alan was part of a group of dozens of heroes including two other GLs (John Stewart and Guy Gardner) taking on Black Adam and he still couldn't take Adam down and outright states he needs help on top of the heroes who were there. Also note that Thunderbolt is there too and you said he's more powerful than Spectre. Alan's not looking too much like the top dog here.

    Alan is directly shown to be the top dog against Ultra Humanite and defeats Obsidian twice where both Dr Fate and Captain Marvel failed to even slow him down.

This line of logic is meaningless. Every time the Justice League fights a villain and Superman doesn't defeat that villain, that means Superman is not top dog, right?
