No, he was specifically given the herb at the ceremony. He fought Man-Ape (I think he got the herb afterwards) and then fought Killmonger, where it was specified it was stripped off him.

It was clear in the film that the King got the herb, not the heirs. There was a whole dialogue, about when he got the herb, was then buried alive and communicated to the previous Panthers.

I think we can assume T'challa has taken the herb. Though I agree it's not specifically shown anywhere, and could be open to debate. We see the attack on the UN and Captain America makes the decision to go after Bucky. There is a time jump at this point. We see Captain America get info on tips from tip lines, and then we see him jump to Romania.

The exact amount of time is not made clear, but Bucky see the information in the newspaper - so it's likely about 1 day. At that point we have the first fight.

Obviously its not on DVD yet, so I can't be sure, but my recollection is that in the BP movie, T'challa STARTS with the herb. He has it taken away the first time we see him coming home after civil war because he then has to do the ceremony to become king. It's worth noting that one of the trailers specifically says its him returning from Civil War, and that makes sense.

We then see him take the herb, have a dream, and then later lose and retake it again.

So all of that in context makes it clear to me at least. After his father died he became BP. Flies home, takes the drug, and goes out to civil war. When that concludes he returns home for the official ceremony. Unless my memory is incorrect, he is specifically shown to have the powers REMOVED before he fights the first challenger. Which means he absolutely had it before his official coronation.
