Considering that Deadpool being drafted as a Meta has been objected to, then I'd say this Batman would have to be a lowish EM. And he'd be a serious threat to most characters with lowish durability, up to and including Dr. Strange. If he's using knockout gas, he's also a serious threat to any ground-based character who needs to breath. He'd be especially effective in team battles, where there'd be loads of distractions, and he'd be less likely to have a character solely focused on locating him.

As for who'd be a good (I assume you mean evenish) fight for him in a one-on-one battle, I'm not sure. It'd likely have to be an opponent with enhanced senses of some kind though, particularly senses other than sight and hearing. Spider-Man might be able to give him a good fight if he relies heavily on his spider-sense (which he occasionally does in situations where he's blind or otherwise disoriented). Wolverine might have a shot due to his durability and sense of smell. Possibly, Stick might have a chance as well, due to his skill and radar sense.
