It might depend which coast I'm on when having the conversation. But either way, when I'm not sure which one they are referring to, I usually ask.

I've seen the same confusion when people say they are from New York. My experience has been that usually people from outside NYC will refer to the city as New York City. However people who live in the city just refer to the city as New York. So regardless if someone is from NYC, or from NY State, outside of the city, both sets of people will say they are from "New York". Clearly this is not as big a difference as Washington State and the US capital though.
