As far as I can tell, the universe did not just restart per se. Events of the past pretty much occurred as they did in the universe before, but it was changed to this point in time. Galactus has still been and still hungered and so on. And they remember the balance that was. So, it does not seem to be a hard restart.
More like something that is leaving the cosmics confused. Order and Chaos were stuck in the old rules. That came out when the Ultimates change Galactus more than anything. The ydid not know anything was different from the previous universe.
It is why they went to the LT and why Galactus was able to beat them both down the first time.

It does, because it was not a hard restart. The stuff that happened still happened.

Not really, the Marvel cosmic scale was never 100% clear either. Better than DC, but still not clear (really, DCs right now is pretty vague). I mean the order of things in Marvel came into being when characters were pulled in to make it something.
And it was unveiled in the comics over time. I do not see a reason why stories should be skipped and everything explained at once just because it is easier. Why not tell a story with it too? It is what the medium is.
