With the whole thing being in major flux there is not a system yet that I know about. We do not know what or where all of those entities are in the first place. Or if the Living Tribunal is still around.

The Living Tribunal showed up in the last issue of Ultimates 2. He told Lord Chaos and Master Order that "we will discuss your conduct."
