Let me put it another way. What incentive does Fox have to give Marvel the rights back? Marvel apparently refuses to buy the rights back.

And if things continue that way, never the twain shall meet. Right now for Marvel Studios, the Fantastic Four probably ranks as a "nice to have" not a "must have" property. If I were them I wouldn't pay up either because film audiences are different from comic book fans. I doubt they'd be interested in another attempt at the Fantastic Four. It will result in diminishing returns just like with Ghost Rider. For that reason, Fox deserves no money because I feel Marvel Studios would have an uphill battle to convince movie audiences to see a Fantastic Four film. Face it, Fox made them box office poison. But Marvel Studios could introduce them in other films. Just like Nick Fury doesn't have a film of its own, you could see the Fantastic Four or Doom start showing up here and there, perhaps as one of those Easter eggs during the end credits. Fox can't even attempt to match that.

Fox hasn't had any success for over 10 years now. Give it up. It doesn't line up at all with their X-Men properties and there's not enough there for them to build on. The FF were always more closely aligned with the Avengers and Nick Fury than the X-Men. Doom over the years has been an ally or foe with many of its characters; Doctor Strange and Iron Man being two I would love to see meet up with Doom in an MCU film. IMO Triump and Torment would be a great Doctor Strange movie. You don't have it's equivalent with X-Men characters.
