Indeed, I think that Mole Man is superior to Tyrannus & Kala because he has transformed himself into a true creature of the underworld.
On the contrary, Tyrannus & Kala are only people of the past wo rule underground kingdoms.
Gor-Tok might be more dangerous but Mole Man is the master of giant monsters and it makes him more powerful than Tyrannus, Kala & Gor-Tok.
The Lava Men are well-adapted to the underworld and they are powerful but their technological level is far below the one of the Moloids' army.
In his very first appearance, Mole Man also showed that he had no problem dealing with atomic weapons.
So, if there should be an emperor among the rulers of Subterranea, I would easily choose Mole Man.

I don't remember reading it but it is highly possible.
"Mole Man vs Tyrannus" has been a recurring conflict since Tales to Astonish #80 (1966).
(In this issue written by Stan Lee & pencilled by Jack Kirby, Mole Man stole the Fountain of Youth from Tyrannus !!!)

Indeed, I agree.
I also think that Stan Lee wanted to use this villain a lot, not only as a FF foe but also in other books (Avengers, Iron Man, Hulk ...).
More recently, Mole Mas was even engaged to Aunt May, of all people, in the Spider-Man Newspaper Strip !!!
