Black Terror was originally published by Pines from 1942 - 1949. He wasn't a 'western' character as the splash page of issue 13 implies, but more of a straight superhero strip.

Marvel never did anything with the character, but other companies did, notably AC Comics in the 1980's, and Dynamite revived him for their 'Project Superpowers' title in 2008.
