    Considering Marvel Studios was able to work out a deal with Sony, it gives a sense of greater possibility. Universal does not seem to be actively pursuing a solo Hulk movie on their own. I think depending on the reaction by the movie goers to Hulk after the Thor Ragnorok film hits, that will be the determining factor.

I think that nails it. Universal & Disney haven't come to an arrangement yet because there hasn't been a proven market for a blockbuster new solo Hulk franchise. They all understand, I think, that the rendition of the Hulk they'd put to film so far, particularly prior to Avengers 1, was not resonating with viewers as much as they expected or hoped. I suspect the slow development of the character we've seen so far, which is intended to ramp up between Ragnarok and the two Infinity Saga movies, has been intentional to evolve and in fact merge the two sets of Hulk audiences (fans of the TV show & fans of the comic) through a series of movies --and if fan reaction is HIGH to the new version, it will prove the merits of risking another big-budget gamble on the Hulk's license alone.

I strongly believe it will happen.
