Not exactly. I'd say that savagery is both his strength and his weakness. It gave him the drive to train himself into a living weapon, and to conquer and exploit with tremendous ferocity. It also makes him do impulsive things like how he tried to rip Stark limb from limb with his own hands in Kaminski's story, despite having achieved godlike power. He is both strengthened and weakened by being a predator. He could not, for example, see the fiefdom he inherited from his parents as anything more than something to eat to strengthen himself. So he ruined himself and the lives of everyone employed by his estate. Yet he himself walked out of the ruins of that estate as the most dangerous man in the world on a mental, physical, and spiritual level.

He's a lot like this version of Gorilla Grodd:

In fact I'd say that that story from Justice League Unlimited really highlights the difference between Doom and The Mandarin, because that particular version of Luthor was very much like Doom, and that version of Grodd was very much like The Mandarin.

Lex Luthor was mainly concerned with gaining cosmic knowledge and transcendence and was utterly consumed by a hubristic conviction that he alone deserved transcendence and had the intellect to gain it.

Grodd was mainly concerned with wealth, power, and the advancement of a social darwinist/Ayn Randian political agenda. He did things like train his woman to bow to him at each meeting, and only speak to others with his permission.

I'd really recommend Justice League Unlimited. It had the perfect Doom/Mandarin story, just with Luthor and Grodd playing their roles.

TLDR version: Doom is about intellectual hubris causing him to seek out esoteric secrets Man Was Not Meant to Know in both the scientific and magical fields. He lives to transcend.

The Mandarin is about the hypermasuline mindset causing him to seek out utter dominance politically, militarily, athletically, martial-arts-wise, and mystically. He lives to make the world his female.
