I don't think all or even most of her villains need to be female. I did come up with a version of Blizzard who was a young black female, but that was because she is meant to embody a very specific issue and theme that required a young black female. That Blizzard is Riri's grief and rage made flesh. She needs to look like Riri in perpetual mourning.


I think she could eventually fight The Mandarin, no need for a gender swapped substitute. That fight would have a very different flavor, however. When Stark fights The Mandarin, he's essentially fighting the embodiment of his own worst traits and the past he wants to leave behind. If Ironheart fights The Mandarin, then she is fighting the embodiment of The Man. There is a much more anti-establishment vibe involved in having Ironheart fight The Man-darin.
