Originally Xebel was another dimensional place where the natives had similarities to the Atlanteans and Mera crossed over to find Aquaman. Brightest Day expanded on that to show that Xebel was actually an ancient penal colony that Atlantis used to dispose of criminals and political problems, and that Mera had been sent to earth originally through a chance breach between the dimensions to assassinate Aquaman, but changed her loyalties and kept it all a secret.
As I say though Brightest Day is not canon anymore so all of this may have been discarded... and as to tour query regarding Arthur being a heir to Poseidon, I can only say that this point has never been mentioned or indicated in the years since Geoff Johns revamped the character and after the 2011 revamping a serious doubt has to be raised as to whether all of that Atlantis Chronicles backstory is still applicable today. Much like Emerald Dawn the view has to be "Likely Not". \(fear\)




Just seems that like over in Marvel, where the speace gods, Celestians, mutated humans/etrnals/Deviets as races, something/someone made the people of Atlantis/humans/Diana people races....
