Okay so......I get the feeling Marvel should have waited until WARZONE was completely released before releasing this.

So anyway, Ross is traveling the world recruiting Elektra, Flash-Venom, Deadpool, the alien being called Mercy and of course: FRANK CASTLE

Frank is in a warehouse full of goons he's killed, chained to a girder and Ross uses one of the goons smart phones to take a photo of him and send it to everyone in the smart phone's address list. As he and Frank are talking, about 400 mob goons start showing up.....

Ross reveals that years ago they studied Frank's methods and techniques, not to capture him but to emulate him and that many good people live because of that and many bad people don't. Ross states he wants Frank on the team because of all the one's he has recruited, Frank knows and understands that the infection of evil/crime cannot be cured but must be cut out.

The mob goons are closing in and Ross frees Frank and tells him of an escape route. Frank instead loads up his guns and Ross tells him he doesn't have the firepower to take on a few hundred mob goons and Rulks out. Frank looks at Rulk and says "I DO NOW!" Final page is Punisher and Rulk killing the goons.

So....what has caused Ross to revert to type as it were? I can only guess that the answers are in the War Zone mini that has yet to be finished.

I liked it - almost like an Avengers 'Dirty half dozen'. The rationale for each character seems to make sense and clearly this is a team that is there to do something similar to what X-Force does, although with a much wider remit.

Its easy to forget that Ross is a career military man and a high level commander and as such will appreciate the importance of using the right tools for the job.
