I think it was a nice swerve.

Frank has less than a snowball's chance facing THOR.

I thought this was great piece of dialogue and character work.

I also like what Frank did with Widow and Thor: he showed them who he was fighting. The sort of evils the AVENGERS don't bother with.

Great writing. Rucka will be missed.

threats the Avengers don't deal with, this is true.

However the Avengers especially of late have been dealing with world threatening/galactic/universal threats.

However: some of these "terrorist" cells could be in actuality "freedom fighters" looking to depose the current regime of their country, which can lead to some moral issues such as:

1. is the regime corrupt?
2. Are these terrorists or freedom fighters?
3. Do the Avengers have any legal jurisdiction in such matters?
4. Should the Avengers be involved in "regime changes"?

World governments may take exception if the Avengers started doing such things.

Now saving villages full of sick and starving people, yes the Avengers should devote some personnel and resources to such things.
