I think marvel could have slowly replace there key characters and could have rebooted them in a new universe. They could have cancelled the ultimates and started fresh. Look at planet hulk and they could have replaced him in 616 with red hulk. Cap could have still been replaced by bucky. Spider man could have been replaced by superior spider man and etc. It could have given readers a new start with the old characters and it could have given the 616 a new start. It is clearly in view but never executed by marvel. But in looking back at all of this it was clearly there. But they never saw it. If it didnt work then they could have slowly replaced them back like they have done in the storylines so far. I never thought i would say this but given the way the treat frank i am really starting to enjoy daredevils book and i though i would never like him.

I dont think that the lack of a Punisher ongoing title has anything to do with Disney - there are plenty of more adult titles knocking around at Marvel afterall. I fear it is more likely to do with the fact that a succession of writers have failed to make the Punisher a popular or commercially viable character in recent years. Garth Ennis was probably the most successful, but even his title only posted average sales for most of its run.
I wouldnt hold your breath for an Ennis return either. I though his stuff was excellent but it largely took Frank out of the Marvel Universe and when other heroes did appear it was usually so that Ennis could express his well publicised dislike of costumed heroes through the Punisher by ridiculing them.
I'm not a fan of any kind of reboot. Personally I think the rich history of the Marvel Universe and its continuity is a wonderful and valuable thing and should be treasured rather than wiped out. Marvel at least claim to feel the same way and have stated that they have no intention of a reboot, and when you look at last years comic sales, the success of New 52 over at DC still didnt manage to knock Marvel off the top of the overall sales chart, so commercially Marvel must be doing something right.
On the subject of a female Punisher - this has been done before in the early 90's when a woman by the name of Lynne Michaels took over the role for a while.
Yes i know and read about lynn michaels and feel like her story was not very well executed back in the 90's. Rucka female Punisher was really well done and deserving of her own ongoing title. Ennis Punisher was not canceled. He reached the end of what he wanted to say with the Punisher and decided to move on. If a writer like rucka can't keep the Punisher going then what chance do we ever have for another Punisher ongoing. I still feel like marvel messed up killing the max Punisher. They could have keep on giving us the max onshots every now and then. At least we Punisher fans of both the 616 and max Punisher would have at least some form of Punisher fix. I strongly believe that given the body of work that he did for the max Punisher. Garth ennis should have been the one to have ended franks life. It would be the best thing in the world if they took jason aaron max Punisher out of continuity. Who knows. Anything can happen in comics. lol
