I think Jigsaw was the guy hired to tie up all the loose ends after the deaths of Franks family. That included killing off the gangsters who botched the hit in the first place, disposing of Frank and getting rid of snooping reporters.

I dont know if it was the first time Jigsaws involvement was depicted, but the 'Punisher: Year One' mini series is the one which sticks out in my mind as the best and most detailed version of his origin.

As for the Jigsaw Brothers - Jigsaw was last seen plunging to his apparant doom in a burning building in the 'In the Blood' mini series. I cant recall what happened to Stuart Clarke in that series. He was possibly killed.
