The timeline wasn't rewritten to undo the event. Only NaziCap's false history removed.

The scars are "emotional scars". The wreckage is literally the mess in Las Vegas.
Kobik had zero reason to leave them dead. There was no reason to leave people dead that died as a result of her own f*ck up unless she's deluded enough to think people brought this on themselves and leaving them dead is a morality lesson to keep this sort of thing from happening again...but again it was her f*ck up by creating...whatever this evil Cap is (did that get clarified...I still don't know which one is "real")

The scars and wreckage are everything that happened during Secret Empire. None of it was wiped away. I can interpret "wreckage" to be the deaths, as well. It's all of the physical damage he did. I believe the point of the upcoming Cap series is that Steve is going around trying to absolve himself.
At any rate, there is still no suggestion that any of the deaths were undone. And we do see Nat's funeral.
It makes some sense if we're to live with "never forget."
