I had the same feeling and, then, I suddenly realized that he was the prototype of many things to come.
I also realized how close he is to the DeVito version of the Penguin and that it would be quite easy to make him a much more interesting villain than he is nowadays.
It may explain why so many writers have tried to use him in a storyline since the beginning of the Silver Age and why he never disappeared in comics limbo. At one time or another, there is always a Marvel writer who tries to make him appear in a book (even in the Spider-Man newspaper strip !).
IMO, his main weakness is that he isn't as visually striking as other villains which can be quite a big weakness for a character in comics.
Still, his monsters, designed by Jack Kirby, are so stunning, that it largely compensates for this weakness.
Also, once in a while, a penciller manages to draw him the way it should be (Paolo Rivera, Arthur Adams, John Byrne ...).
And, of course, the Moloids also are great.
