I'm not saying he's a GOOD king. I'm pretty sure you and I have had countless discussions about just how awful Black Bolt and the royal family are values wise.

He shouldn't be made into a commoner, or a champion of the people. He's a king. He's a crappy king. But when you take him away from being a king he doesn't work.

My belief is that he doesn't have to be likeable. But he does have to be king. He is meant to be a supporting character. Marvel trying to make him a hero (and let's be honest pushing the Inhumans to replace the X-Men) is what doesn't work.

They've made the mistake with Black Bolt that they've made with Galactus. They have appeared so often they've lost their majesty. They've become easy to relate to. We shouldn't be able to relate to either character IMO. There should always be a haughtiness to both IMO.
