The cancelled project was centered around the villains as main protagonists.

Sony might never have had the intent to make it real (movie studios plan many virtual projects which are never developed). Still, the costumes of the Sinister Six appeared as an Easter egg during the ending credits of Amazing Spider-Man 2.

I don't believe even for one second that they would make a Sinister Six movie without at least a cameo from Spider-Man. They could have chosen to introduce Miles Morales instead of a cameo from Peter Parker. Aaron Davis, the uncle of Mile Morales, made a cameo in Spider-Man Homecoming.

Also, it would be very difficult to make a movie with unrepentant villains. Sony probably wanted to make their own Suicide Squad movie.

So, the story would have to be based on a "lesser of two evils" approach. With Doc Ock's rich history, there is no problem to find multiple angles.

Also, a movie centered around a mad scientist and his superpowered teammates could be something undoubtly fresh. \:\-\)
