Luthor was wrong. Neither one needs the other.
Firefighters are heroes, and far more often than not there are no villains (arsonists) causing the fires.
Someone who jumps into a torrential river, putting their own life at risk, to try to save the life of a child that's accidentally fallen in is a hero. and not a villain in sight.
Someone who raises huge amounts of cash for charity is a hero.
Doctors and aid workers who travel to dangerous regions to help victims of war or famine are heroes.
And the opposite is true. Jack the Ripper's crimes are legendary, and not a hero in sight (He was never caught, we don't know that anyone stopped his crime spree, and he baffled the police force of the day).
Heroes without villains are still heroes, and vice versa.
But it's much less fun.
