I do not remember when it was first brought up in the comics but it is. They are still his offspring, at least of sorts. Some writers had different takes on that.

Loki is different and similar to the myth version. In myth he is not Thor's brother. He is more of a brother of Odin, as Odin helped him form from the entity that he was.
