Some of the theories for the movie is that the scene that shows Thor holding the two handles (in the giant circle) while yelling is him using his vast strength to assist in the forging of the weapon (and that Peter Dinklage is playing the dwarf who forges the weapon).
I think calling it "Stormbreaker" is paying homage to Beta Ray Bill without introducing him. If you think about it, BRB works in the Marvel comics because Thor was around for 20+ years before introducing him and therefor didn't water down the idea of Thor. MCU Thor hasn't been around for even half that, so introducing a second person with Thor's powers would likely just be confusing to most people - especially considering Odin isn't around to give a context of even HOW Bill could get said powers.
Yeah the article talks a bit about including BRB in some form but could not make it a worthwhile appearance. Stormbreaker was created to be Mjolnirs twin in power and using the name is one of the few weapons old time Thor fans can appreciate. Actually I wonder if Stormbreaker had a Asgardian name?
