Dr. Strange has to enter a tournament every now and again to keep his title as Sorcerer Supreme. But those running the Tourney were sick of a human like Strange always winning it. So, they decided to give the title of Sorcerer Supreme to Loki even though Loki did not enter the tournament or earn the right to have it. So, it was essentially given to him on a silver platter.

If I'm not mistaken, Dr. Strange has gotten the title back thanks to Loki giving it to him.

Really? Because in his conversation with the All-Mother in the most recent Thor comic, he says he can hide her away thanks to his new title as Sorcerer Supreme.

On a side note, Dr. Strange's portrayal in the Thor comics, at least, doesn't imply he's all that broken up over not being Sorcerer Supreme anymore. Seemed pretty chill about it.

it might have been prior to his final confrontation with Strange, since Strange is still doing his veterinarian stint during the Death of Thor storyline apparently. Also, in the Strange comic Loki in the end admitted to having faked the Tournament and the presence of the Vishianti himself to take the role by convincing Strange to step down, after he uses the title to "bring back the Magic on Earth" he lets Strange take it again.

He was Sorceror Supreme only because he tricked Strange into stepping down, used it to position power on earth for future events, then stepped down; probably he could have used the leverage before to hide Frigga somewhere.
