Which of Peter David's X-Factors do you mean? The 1991 government-sponsored team (including Havok and Polaris and also Strong Guy, Multiple Man etc.) or X-Factor Investigations from 2005? In any case, I'd say Strong Guy (from the 1991 team) and Layla Miller (from the 2005 one) are actually pretty obscure.

Also, shouldn't one perhaps also at least exclude the founding members of
Magneto's Brotherhood of Evil Mutants
Mystique's Brotherhood of Evil Mutants
Sebastian Shaw's Inner Circle of the Hellfire Club?
