Yes, this is clear, but it's not as if the universe was falling like the Spectre was. It also does not address how it could be a universal feat given that the Earth didn't crack (or how it could be a planetary feat, even); or why it's not being debunked as a universe (or planet) feat like the Spectre was as a lunar feat. For the sake of fairness, if the Spectre isn't a lunar mass, then, unless there is some the comic says that Earth is being fortified, then Hercules feat is not univeral (or Earth-level) in scope, either.

As for Superman and Wonder Woman slowing Spectre's fall, I don't recall that being the case, but it's been years since I read it, so I could be mistaken.
