Subj: How directly does the Black Panther rule Wakanda?

From what I understand Wakanda is a fairly small African nation. Even so seeing how much time T'Challa spens away from it doing superhero stuff how much direct rule does he have? Who tends to run the day-to-day operations? Or is the BP so smart he can just glance at a document and know what it says? Or does he trust a council of elders or something to run things day to day?
