Subj: Captain America - Steve Rogers #15: HAIL HYDRA?!

Captain America: Steve Rogers #15
Only 8 of the 20 pages were cloying flashbacks to Kobik's maybe/maybe-not altered-past events - so, that would have meant the book cooould have been less than half bad at best. BUT, then they tag on THREE pages of MORE (recent) flashbacks that recount Uncanny Avengers #22 (released the same day mind you) that readers are instructed to read in the Recap Page anyways. Sheesh.
As to the 1/2 of the book "that mattered": The escape of the Red Skull (sadly between issues and NOT shown) just makes one question SHIELD's shameful blundering as their Top Cop Rogers didn't even report it and the very politically controversial (debatable?) military power play that SHIELD unilaterally is allowed to execute against

It's not a plot hole. Skull asked her to make Steve Hydra but did not ask her to make Steve loyal to him. And for him to remain Steve he was never going to side with Skull.
