Power wise he's on a level playing field with Galactus.

His gear is (arguably) superior. He can access vast amounts of mystical artifacts, he rules countless super powered beings and he has connections with Elder Gods.

There are a few others on this level as well. I see the following not in a particular order:

If the abstracts can be put in a class of either good or evil.
1.) Eternity, Infinity, Love, Eon,
2.) Franklin Richards
3.) Jean Grey (When she is good and accessing a large portion of  Phoenix force).
4.) Odin, Zeus and other good skyfathers. Gaea, The Vishanti , Panther god.

Odin does have great gear but I don't think it would make him the top good guy in terms of power.

It really depends. Most beings as you get more powerful are a bit over the map. They are usually on their side or the side of reality. Maybe one way or another. There are major cosmic bad guys for sure, but I would say many mystical gods, gods in general and so on are self-interested. Not necessarily good or evil per se.

There do seem to be more true evil sort of beings out there but many would have interests overlap with the heroes depending on the situation.

Think Galactus in Annihilation or Thanos Imperative. Eternity is almost always on the good side, Living Tribunal is as well but it has more to do with holding reality together than anything else. Even the Visanti are self-interested to an extent. Agamotto has not always been a great guy to Strange in an absolute since.

Odin himself is extremely self-interested. He cares about Asgard but I am not sure that he would always rush out to defend the side of good and right. More classically he might err that way but as time went on he is very very Asgard centric.

Like I said, I think most beings are more self-interested than anything else. Humans would general look at Death and Oblivion as evil compared to Eternity and Infinity but they are all parts of reality.

If one wants to consider the Hell Lords are more on the evil side than they are countered more often by heroes but there are angels too. Although how good they are is really dependent on the writer. As there are instances of them being just as bad as demons in some books or more good transcendent beings in others.

Odin will always put Asgard first, but he has also usually demonstrated a protective interest toward Earth. He will not fight Earth's battle for them. Yet he does allow Thor to defend it, general tries to protect it from the evils of the nine realms, and in a few What Ifs?s/alternate universes come to Earth's defense against a threat it could not handle. He is the most powerful force of good that can be kind of counted upon to help Earth if the situation is desperate enough and it will not endanger Asgard.

The Mystical and abstract beings generally do not care about Earth since it is merely one of many worlds to them. Other Godheads like Zeus are too isolationist and only act in self-interest.
