Subj: Why doesn't Ozymandias recognize Superman or Batman as a comic book characters?

In the original Watchmen, it was described how Superman was published as a comic character in 1938 just as it was in the real world. But in the Watchmen universe, the comic industry didn't make it through the golden age because of the existence of real superheroes. This was a very explicit point.

So, surely Ozy should've had some mention that in his world Batman was just a pulp hero who was cancelled in the early 4os
