Who is the older guy with an outfit similar to Jo Nah's costume?

That was Marla Latham. He served as the Legion's 'Senior Advisor' for a period of their early history.

He accompanied Ultra Boy during his initiation test (A trip to 20th century Smallville) and posed as his father.

As to why he wore a costume similar to Ultra Boy's, I have no idea*. But Marla's appearances have been few and far between. After Ultra Boy's initiation, it would be 15 years or so until he shows up again.

*There is an explanation given in the comic (Sort of), but it never made any sense to me. While in Smallville they communicate with the Legion via video screen, and Marla says 'These costumes will convince the others we're not imposters'.

Although why the Legion wouldn't recognise the faces of a candidate for membership AND their adult advisor is beyond me.

He has powers one at a time, common to his race, or was he a special case, and what are his main powers?

Ultra Boy? No, he was a one-off. He gained his powers through a dose of radiation.

He had all the powers of Superman but, as you say could only use them one at a time.

The power that got him into the Legion though (All Legionnaires had to have at least one super power unique to them) was his Penetra-Vision. It outclassed Superboy, Supergirl and Mon-El in that it gave Ultra Boy the ability to see through practically anything, even lead.

Pretty much yes. The major difference being that when Brainiac Five created the antidote to Mon-El's lead poisoning and weakness, it had the side effect of allowing Mon-El to retain his full powers under a red sun.

Plus, while Superboy, Supergirl and Mon-El were all classed as full members, only the latter was a permanent resident in the 30th Century.


And the rule was waived under special circumstances on other occasions. For example, Lightning Lad was killed during an early Legion adventure. His sister Ayla joins the LSH as Lightning Lass. Very shortly after Lightning Lad's return to life Ayla loses her electrical powers, but gains the power to cancel the effects of gravity. She remains with the Legion as Light Lass for years, until an accident restores her original powers. The 'unique power' rule was waived to allow both her and her brother to remain on the team.

Why couldn't Supes been given serium to eliminate Green K and red Sun also then?
