Subj: A question about Barry's financial situation . . .

...hmm... how do I put this?
Shortly after Barry's sacrifice in the Crisis on Infinite Earths, DC launched The Flash from issue #1 with Wally filling the costume. We all know that.
But I'm also recalling something else: correct me if I'm wrong, but I think that during issue #1 ( written by Mike Baron ), Wally was thinking about Barry and in his thoughts he was saying that Barry owed a lot of money to his lawyers after the trial due to Professor Zoom's death, at the time he died in the Crisis.
Now, I know that much later in the series ( I think it was during Mark Waid's run ), Wally founded the Barry Allen foundation, that helped promote the Flash's name, and  pretty much feed him. Right? Correct me if I'm wrong, because I'm not sure if I got my facts right.
So, I wasn't following Flash regularly in the mid-90s and pretty much missed Johns' run... but was it ever established if the foundation actually paid all of Barry's debts? Have this point ever been adressed? Yeah... weird question! But the thought has been around my mind for a while now.
So, can anyone help?
