The budget appeared a bit limited in some episodes and the special FX at times for some villains could have been better. The speed FX for Barry were fine, John Wesley Shipp was good in the role and Tina McGee at Star Labs was a good support character.
The series suffered mainly from being preempted a lot with Persian Gulf War coverage and then they started bouncing it from time slot to time slot which is the kiss of death for a series.
watch the pilot episode that deals with the villain Pike, then the follow up episode that deals with Pike later in the series. Also the two episodes of Mark Hamil as the Trickster. While the character may be a Joker imitation, I suspect it was his performance as the Trickster that helped him become the voice of the Joker for years.
Also the episode with Captain Cold was pretty good, also the two episodes with the Nightshade.
Also easter eggs in some of the eps such as references to Julius Schwatrz and Carmine Infantino, and even a reference to an old crime boss named Gorilla Grodd
