He's got great reflexes, but a Speed Force user should be even faster to the point where thinking is at light speed or faster.

Like the rest of his Legion, Val is just a bag of really hot air that is filled by being from the future with high technology and chronal timeline knowledge.

Black Lightning should zap him until he looks like Metamorpho \:\)

I read that as him refering to Barry once I read the whole thing. Think about it the mission was to retrieve Barry so he could help the Legion in the future so it makes sense at that point it was an allusion that they got the speedster who is faster (or something along those lines).

I can't see KK trying to say he's faster than a speedster when he's placed so much importance on the mission (aka Barry)

Read it again. After Wally says "I'm faster than anyone" Val gets up out of the rubble and says "No, you're not". You'll note that Val is alive, in one piece and not fried. He's implying that he's faster because he got out of the way of a direct hit by the lightning. This is backed up by the second to last page of the issue when the "mystery person" asks Val "How'd you not got fried by the lighting?" and Val responds "I ducked." He doesn't mean he's faster in a foot race or anything like that, he means that he's "faster" (at that instant) because he got out of the way of the lightning.

Not really. KK has gone toe-to-toe with Monel and was shown as being just as quick in regards to reflexes. So that's not just KK being a windbag, he has the speed to back it up.
I do believe that any Flash in terms of raw speed would be faster though.

And I, of course, agree. Val was just talking about that instant. Had Val's comment been made in a movie/tv show/animated series, the audience would have known what he meant and they would have laughed out loud.

No I got that. I assumed though that when Val got up and said no your not was because he was refering to the "essence" I guess of Barry that was inside his lightning rod.
