The one and only Zatanna Zatara in her third costume (after the original tuxedo and fishnets and the Dick Dillin costume with the Power Girl-esque chest circle. This one was created by Don Heck).

I know Heck was the first to draw it but it's been long established that George Perez was the artist that created the costume. Has that changed recently?
