After Solomon Grundry realized that Marcie had manipulated him, leading to the death of Skyman, he beat the holy hell out of her. She was later arrested, I believe. That was the last time she was seen, save for a cameo in a dream of Alan Scott's during Underworld Unleashed, where she appeared with a bunch of villains, including two other Harlequins.

> 2. Helix

Not exactly sure, but I seem to remember the group turning themselves over because they needed serious medical care. But I haven't seen any of them, save for Mr. Bones in a LONG time. Bones is a high ranking official in the DEO now.

> 3. Jonni Thunder

I know she was on Earth-2 before the Crisis of Infinite Earths, and hasn't been seen since. I think she was powerless at the end of her mini-series since her powers were the result of an evil energy being.

> 4. The Sportsmaster II (Appeared in Suicide Squad)

Although Victor Gover survived his mission on the Suicide Squad, he hasn't been seen since.

She may or may NOT be the Harlequin that appeared in Green Lantern Corps Quarterly... the series was intentionally vague. I think she's due for a reappearance in Manhunter pretty soon. Not only does she have a preexisting relationship with a supporting cast member, but she was an agent of the Manhunters!

Tao Jones apparently found her mother. She had been straight for a while, but has since started to sell information on the underworld to Black Lightning to pay for her mother's treatment for cancer. All established in the introductory JLA arc.

She's powerless, but was dating Sylvester Pemberton for a while after her depowering.

I've been convinced he's in this month's JSA Classified as the Sportsmaster in that story.

I'd go with not...DC made an effort to show both Marcie and the mystery Harlequin side by side (along with Molly) in Underworld Unleashed. Although it was vague, I think it's safe to assume they are two different characters.

I wouldn't go with any of the visual references in Underworld Unleashed, as it's got other reference errors by Porter (especially in issue #1). For example, the post-Crisis Parasite turns up in his green body from his earliest appearances, when he'd been pre-Crisis purple for years by that point; Porter forgets to draw Abra Kadabra's with a scarred face, which he had both before and after UU; and so on. It's fairly clear that Porter was using outdated or inconsistejnt reference, which is understandable in a series with so many (often obscure) villains in the crowds.
