I believe that was another name for Uncle Sam.

It was the modern revamp of ol' Uncle Sam, which was annihilated by the return of traditional patriotism after 9/11. (I swear that was the actual explanation given in the comics.) I'm happy that the original Uncle Sam's back, myself.

There are pretty lengthy bios on Iron Munro and Dr. Occult on wikipedia.com. As an Iron Munro fan though, I encourage you to check out Young All-Stars and Damage for some good stories. As for The Patriot, you'll have to check out his creation/origin story in Spectre 37-50 (Ostrander run) to find out who/what he is. The explanation above is about as good a synopsis as you'll find for him though. I think the part where he turns back to Uncle Sam is in Superman 183 or so. It's a Loeb/McGuinness issue with Superman and an eagle on the cover. Hope this helps.
