I want to say Harley Quinn or Deadpool.

But Deadpool sucked until Joe Kelly wrote him. As originally conceived he was horrible. And Harley Quinn was great in the cartoon but has always sucked in the comics IMO (particularly this new 52 version...all the wonderful things about the original are gone).

90's villains I liked that weren't particularly charismatic:

1. Sphinx II (Meryet Karim). I loved that character and have always wanted someone to dust her off and use her again.

2. Brimstone Love...he was about the only 2099 villain I ever found interesting.

3. Lord Moses. The Fantastic Force villain. I don't care what anyone says a villain who quotes bible verses is awesome!

4. Locus from the Mutant Liberation Front. Loved her power set and how brutal she was.

5. Spidercide...I know everyone hates him. I love that guy.

6. This is really lame...but that green symbiote the life foundation created. I didn't really like the other 4 they created (except the gold one) but I really liked that green one.

7. Judas Traveller and Scrier until the retcon.

8. Stellaris

9. Gideon. He was awesome that one time in New Warriors #19...and never again.

Monarch, Doomsday, Hank Henshaw, Bane, I won't say Parallax because he was just Hal Jordan with a new haircut he didn't become a separate character until Rebirth, Neron, Savitar, Conduit, Fatality, Prometheus, Gog, Magog, Johnny Sorrow (barely made it). There must be a lot I missed.

I think Conduit had a decent shot at being a good character but did he ever return after "The Death of Clark Kent?"

Bane was decent in his debut, but became something of a thug after.

The rest didnt make that much of an impression.

I like Carnage. I know he's derivative and one-trick and was often written poorly, but I think he's a good villain when used infrequently.

Harley Quinn? I'd say she's easily the most charismatic.

Deadpool, if you consider him a villain.

Doomsday was a big-time villain but I wouldn't call him charismatic. That panel of him crushing the bird in his hand has always stuck with me. It's a hit-you-over-the-head scene, but it was memorable.

I kind of liked Omega Red from the X-Men.

Terraxia? She was basically a brutish female Thanos from The Infinity Gauntlet, and was erased from history after that story, but she was particularly brutal killing Spider-Man and Iron Man.

Maybe the girlfriend they create for Terrax will be named Thanosia, and the two would-be universe conquerers will double-date?
